Establishing the nitrogen cycle from scratch takes roughly 4 to 8 weeks. Fishless cycling, using an ammonia source instead of live fish, typically completes in 4 to 6 weeks. Seeding with established filter media or substrate from a mature tank can shorten that to 1 to 3 weeks.
Could it be the tap water?
If fish die within hours of a water change and your ammonia and nitrite tests read low, undechlorinated tap water is the primary suspect.
